Russian forces have razed dozens of towns and cities in Ukraine over the past 26 months — killing thousands of civilians, forcing millions from their homes and leaving a trail of destruction that is impossible to calculate. Cities and towns little known to the world have become the scorched-earth battlegrounds where two armies clashed for months to bloody effect before the Russians finally prevailed. Now Russian forces have set their sight on Chasiv Yar, a hilltop fortress town in eastern Ukraine. The campaign is part of an intense effort by Russia to achieve what could be its most operationally significant advance since the first summer of the war in 2022. That includes the headquarters of the Ukrainian eastern command in Kramatorsk.

Philippines Says 110 Missing After Landslide Kills at Least 11

MANILA (Reuters) - The number of missing from a landslide that struck a southern Philippine province rose to 110 on Thursday as rescuers recovered more bodies, bringing the official death toll to 11, disaster officials said. The landslide happened on Tuesday night in the town of Maco in the province of Davao de Oro, burying homes and two buses, which a provincial official said were carrying more than two dozen passengers. The number of missing had risen to 110 from the more than 40 previously reported, Maco's disaster agency said in a statement posted on its social media account, adding more than 1,166 families had been evacuated from their homes. Torrential rains have battered Davao de Oro in recent weeks, triggering floods and landslides. Rosa Cristina Rosete-Manuel, spokesperson for the military's Eastern Command helping lead the rescue operations, said rescuers remained hopeful of finding survivors.

The eastern Libyan city of Derna, the epicenter of the disaster, had a population of around 100,000 before the tragedy. The Sebha University paper warned that the dams in Derna had a “high potential for flood risk” and that periodic maintenance is needed to avoid “catastrophic” flooding.

Several hundred Wagner fighters were killed by U.S. forces during a confrontation in Syria in 2018. U.N. sanctions monitors reported in 2020 that Wagner had deployed up to 1,200 people in Libya and the U.S. military Africa Command said Russian military aircraft were supplying Wagner fighters there. As well as bringing in Syrian fighters as mercenaries, Wagner worked alongside foreign fighters from Sudan, Chad and elsewhere. Russian mercenaries including from Wagner intervened in 2018 on the side of the government to quell a civil war that has raged since 2012. Wagner fighters have been accused of involvement in an incident last year in Moura, in central Mali, where local troops and suspected Russian fighters allegedly killed hundreds of civilians.

Eastern Libya administration threatens oil blockade

BENGHAZI, Libya, June 24 (Reuters) - Authorities based in eastern Libya on Saturday threatened to blockade oil exports over the Tripoli government's use of energy revenue, accusing it of wasting billions of dollars without providing real services. Libya has been locked in a political standoff since last year, when the parliament in eastern Libya rejected the interim Government of National Unity in Tripoli and designated a new administration that has been unable to take over in the capital. The last major blockade was resolved last year when the Tripoli government appointed a new head of National Oil Corporation (NOC) who was said to be close to eastern commander Khalifa Haftar. Haftar said on June 17 he backed a move by the eastern-based parliament and another legislative body to appoint a new interim administration in a clear challenge to the current government in Tripoli. On Thursday a court in eastern Libya ruled that the eastern administration had won a case against NOC allowing it to take control of the company's accounts.

The commander in chief of Ukraine’s armed forces, Gen. Valery Zaluzhny, said the front lines around the eastern city of Bakhmut were stabilizing after months of grueling combat, as Western officials and analysts say Russia’s offensive there is losing momentum. While there have been fewer clashes in Bakhmut in recent days, a spokesman for the Ukrainian military’s eastern command said it was too soon to conclude Russia’s offensive there had run out of steam.
